Lesotho Chooses Thomson Reuters to Modernize Land Information Management Systems

MASERU, LESOTHO - January  12, 2012 -- Thomson Reuters has been awarded a contract for the configuration and implementation of a lease management system for the Land Administration Authority in Lesotho, a project funded by the Millennium Challenge Account (MCA) for Lesotho. The new lease management system will support activities of the recently established Lesotho Land Administration Authority, including a Geographic Information System (GIS), Financial Management System (FMS) and Human Resources Management System (HRMS).

Lesotho, located in southern Africa, is a landlocked country of more than 2 million people located with an area of 11,583 square miles. In July 2007, the Millennium Challenge Corporation and the Government of Lesotho signed a $362 million compact to address water, health and private-sector development. As part of the private-sector development, the parties agreed on a land administration reform sub-component.

Recent legislation has revised processes for acquiring leasehold titles in both urban and rural areas. Several factors, including high costs, complexity and lack of public knowledge of land issues have prevented the land sector from playing a fundamental role in contributing to Lesotho's overall social and economic development - the MCA program, through the land administration reform sub-component, seeks to rectify this.

In order to amend these issues, the project seeks to improve the process of lease management, including improved integration of information in order to increase governmental effectiveness, customer experience and collection of lease payments. Thomson Reuters will be working alongside the Land Administration Authority to evaluate current land use practices and business processes in order to create a new, digital-based lease registration process, based on our GRM REGISTRY and GRM MULTICADASTRE software to provide a robust and transparent lease management system to support ongoing reforms in the land sector. The system will integrate lease applications, deeds registration, survey and cadastral data management, cashiering and valuation modules.

As part of the Thompson Reuters team, local partners Quadrant Consulting and Computer Business Solutions will manage the human resource management system and the finance management system, install the necessary hardware and populate the lease management system with pre-existing data.
