Digital land records archive aims to increase land security
for rapidly changing country
ULAANBAATAR -- January 12, 2012 - Thomson Reuters together with
MCS-Electronics LLC has been awarded the Electronic Property Rights
Project, a project funded by the Millennium Challenge Account for
Mongolia (MCA-Mongolia) in support of the Mongolian General
Authority for State Registration (GASR).
Resulting from an agreement signed in 2007 between the Millennium
Challenge Corporation and the Government of Mongolia, the
Electronic Property Rights Project is a part of a larger Urban
Property Rights Project, which aims to issue private land titles to
peri-urban residents (those living between a city's outskirts and
the suburban areas). Since the 1980s, millions of Mongolians have
chosen an urban lifestyle and urban centers have since expanded
rapidly. The capital city, Ulaanbaatar, and largest urban center,
has tripled in population during the past thirty years. Two-thirds
of Mongolia's total population of three million now resides in four
primary metropolitan areas.
In this constantly changing landscape, Mongolian government
officials are addressing issues of property rights by enhancing the
overall land registration processes, a vital step in providing
traditionally nomadic Mongolians with legal documentation for newly
secured land titles.
During the three-phase project, Thomson Reuters and business
partner MCS Electronics will work with MCA-Mongolia and GASR to
create a principle source of land information through a new,
electronic nationwide title registration system. The integration of
the electronic property registration system will make it easier for
Mongolians to formally register their properties. Additionally, the
system will promote internal operational efficiencies, and
strengthen revenue collection functions for GASR.
Thomson Reuters, with system implementation support from MCS
Electronics, will also deploy Thomson Reuters GRM Registry™
software for the project. The first phase will supply information
technology equipment for MCA-Mongolia and GASR. During the second
and third phases, the project team will digitize and migrate
existing land records, and create a configured electronic
registration system for Mongolia.
Thomson Reuters acquired Manatron Inc., and the wholly owned
subsidiary International Land Systems (ILS) Inc., in July 2011. ILS
initially had bid the electronic property registry system project,
and had signed the awarded contract as a joint venture with MCS
Electronics LLC.
